DC derived enforced

Per-admit WAL append: every successful admit appends exactly one WalEntry::AdmitBlock to the configured WalStore. The entry's prior_fp chains to the previous entry's post_fp (or the anchor's initial_ledger_fingerprint for the first entry). Failure to append is authority-fatal. CN-WAL-01 single-authority preserved.
