Given the same canonical Shelley genesis JSON bytes + the same operator-supplied kes_anchor_slot, parse_shelley_genesis produces a byte-identical GenesisAnchor across runs. Replay-equivalence anchor for the genesis closed-contract parser. The ISO 8601 → Unix epoch milliseconds conversion (parse_iso8601_to_unix_ms) is deterministic without any chrono/time crate dependency.
