Per-mini-protocol ordering + session replay equivalence: replaying the same byte chunks through session::core::step yields byte-identical outbound frames and an identical sequence of SessionEffect::DeliverPeerFrame values. Within a single (peer, mini_protocol_id) pair, frame ordering is preserved.

PHASE4-N-L S3+S9 (2026-05-26): FrameBuffer is byte-FIFO + deterministic per-protocol fanout. Integration test session_replay_equivalence.rs proves two-run byte-identity across a handshake-phase and a connected-phase corpus.
