RO release declaredLive tip-following pass: operator runs ade_node --peer ADDR
against a private cardano-node peer, captures a 30-minute JSONL
log of (peer_tip, ade_tip, agreement_verdict) per admitted block,
attaches the log to the cluster doc. Cross-impl evidence that
cardano-node's chain and Ade's chain agree under real-wire
conditions.

PHASE4-N-L (2026-05-26) shipped the mechanical wire layer that makes the wire half of this pass runnable. At PHASE4-N-L-LIVE planning (2026-05-26) the rule was split along the layer boundary per [[feedback-shell-must-not-overstate-semantic-truth]]: the literal statement bundles two distinct claims (wire liveness + ledger agreement) that must be evidenced separately. RO-LIVE-04 carries the wire-only smoke claim; RO-LIVE-05 carries the admission/agreement claim. PHASE4-N-L-LIVE (2026-05-26) CLOSED RO-LIVE-04 (operator pass against the local docker cardano-node-preprod produced handshake_ok at v15 + peer_tip_read at slot 23013663). RO-LIVE-05 remains blocked on a ledger-seed cluster (PHASE4-N-M-LEDGER-SEED or equivalent). RO-LIVE-03 flips to enforced when RO-LIVE-05 also closes.
